Government Relations Manager, Greater China

The Opportunity:
The Government Relations Manager in China will pursue long-term relationships with government officials on all levels. This role will
Help establish Picarro in Greenhouse Gas Networks by managing the Government relationships
Work together with a network of local leaders
Be responsible for external/internal communications in line with Picarro’s strategies & guidelines

As the primary interface between Picarro and the governments in China, this role requires combined knowledge and experience to manage government relations with various public officials and will work closely with Picarro’s Commercial, Finance, HR, Legal, and Regulatory Affairs teams to achieve the best outcome from the government’s policies.


Responsibilities:
Build, manage, and enable the China GR network, including working procedures
Keep informed on local government agenda and policies, collaborate with internal leaders around sustainability-related policies, and identify and drive business opportunities for Picarro
Provide insights and create a clear understanding of the major policy strategies that may impact or influence company commercial business strategies
Monitor proposed regulations and support the impact, risk analysis, and crisis management activities
Partner with the leadership team as a crisis communications point of contact
Engage with government officials at different levels and develop engagement strategies / key messages for high-level local authorities’ interactions with government stakeholders
Develop and execute GR strategies aligned with and supportive to Picarro’s business strategy in China, building and enhancing Picarro’s reputation and perception among government stakeholders
Work closely with the leadership team to develop Picarro’s government relations to meet China’s overall growth strategies and strategic priorities
Develop and maintain positive relationships with senior decision-makers in the government bodies relevant to Pizarro's business
Develop and maintain good relations with Academia, CMA, MEE, peer companies, industry associations, industry experts, and critical semi-government research institutions related to Pizarro's business
Develop external/internal communications plans to execute multi-channel communications programs for Picarro’s brand development and positioning across multiple stakeholder groups, including customers, business leaders, industry groups, and governments
Advise how to respond to government policy and priority changes, industry trends, technology development, and investment direction
Provide input and advice to the leadership team on business development opportunities and long-term business strategies, including new investment locations

Requirements:
Bachelor’s degree required; master’s degree preferred; or equivalent experience
8+ years of working experience in Public Affairs in multinational companies in China
Strong business acumen and strong communication skills
Previous experience working in related industries preferred
Experience implementing strong processes to drive performance
Demonstrable track record managing issues and handling crises
Fluency in Mandarin and English, outstanding written, oral, interpersonal, and presentation skills
Strong analytical and strategic thinking skills
Ability to align company strengths and goals with strategic government opportunities and challenges, leading to business growth
Unquestionable and consistent commitment to business ethics and personal integrity
Able to work under pressure with flexible working hours across multiple time zones
Independent, proactive, and able to work in a matrix environment
Able to travel per business requirements, both within China and to headquarters in Santa Clara, California
